Expression of Interest (EOI) for Recruiting Lecturers for the Master of Public Financial Management (MPFM) Degree Program 2025/26
Introduction
The Master of Public Financial Management (MPFM) is a specialized degree program designed to enhance the professional competence of officers involved in public sector accounting and financial management in Sri Lanka. This program aims to improve accountability, transparency, and governance in the public sector while strengthening decision-making skills in public financial management. We are seeking qualified and experienced lecturers for each of the modules in this program to ensure the delivery of high-quality education.
Program Overview
The MPFM Degree Program is offered over a one-year period with two semesters. The program includes 12 core modules and 1 non-credit module, with the completion of a research-based study report. The program provides comprehensive coverage of public financial management concepts, with a focus on current standards, public policy, governance, and digital innovations in the field.

Semester 1
- MPFM 5201 - Legal Background and Regulatory Framework of Public Financial Management and Reporting
- MPFM 5202 - Public Sector Accounting and Auditing
- MPFM 5203 - Sustainable Integrated Reporting, and Financial Management at SOEs
- MPFM 5204 - Provincial and Local Government Accounting and Financial Reporting System
- MPFM 5205 - Public Finance and Asset Management
- MPFM 5206 - Public Policy, Governance, and Ethics
Semester 2
- MPFM 5207 - Reengineering and Digital Innovation of Public Financial Management
- MPFM 5208 - Accrual Based Public Financial Accounting and Reporting (SLPSAS 01-05, SLPSAS 06-10, SLPSAS 11-15, SLPSAS 16-20)
- MPFM 5209 - Management Accounting and Public Financial Management Information System
- MPFM 5210 - Management Accounting for Decision Making
- MPFM 5211 - Taxation and Non-Exchange Revenue Management
- MPFM 5012 - Soft Skills Development for Financial Managers (Non-credit module)
- MPFM 5513 - Project Management and Study Report
Key Responsibilities
Lecturers will be expected to:
- Deliver high-quality lectures and seminars for assigned modules.
- Guide students in their coursework and research-based study reports.
- Provide feedback on assignments, assessments, and exams.
- Contribute to the development and review of course materials.
- Engage in the professional development of students by providing mentorship and support.
Qualifications and Experience Required
Academic Qualifications
- A master’s degree and/or professional qualifications in Accounting/Finance, Economics, IT, Law, Mathematics/Statistics, Public Financial Management (PFM), or a related field.
- A PhD or other relevant advanced qualifications will be an added advantage for senior lecturer positions.
Professional Experience
- A minimum of 5 years of experience in public sector financial management, accounting, or auditing.
- Previous experience in teaching or training in a university or similar academic environment is highly desirable.
- Familiarity with the public sector financial regulations and frameworks in Sri Lanka is essential.
Skills
- Strong communication and presentation skills.
- Experience with digital teaching methods and technologies.
- Ability to mentor and support students in both academic and professional development.
